[x] Enable bluetooth chips by default for pulseaudio usage.
[x] Provide a way to disable bluetooth
[x] Test in smartphones

Bluetooth agent will be moved into a separate primitive. The audio primitive will always load the bluetooth module and expose it for usage regardless of the presence of a bluetooth agent.
