Issue with SOUND_DISABLE_PLUGIN #620

Describe the problem The variables below do not actually stop the respective plugins.

SOUND_DISABLE_SPOTIFY
SOUND_DISABLE_AIRPLAY
SOUND_DISABLE_BLUETOOTH
SOUND_DISABLE_UPNP

The plugins start on boot and restart if they are killed.

To Reproduce Steps to reproduce the behavior:

Add the variables
See that the services are not stopped

Device information

Board (hardware info): Raspberry Pi Zero W
Device type (as seen in balenaCloud): Raspberry Pi (v1 / Zero / Zero W)
balenaOS version: balenaOS 2.83.21+rev1
