Allow for sharing single relay #69

Allow for using a single multi-channel relay, with one channel for power and one for other things such as controlling a boot switch/jumper on the DUT.

Configurable with env vars: POWER_RELAY_NUM DIGITAL_RELAY_NUM

If not specified it defaults to 0 which toggles all channels
