Change fan pwm duty to 650 at lowest temp #37

This allows the EP to hold a stable temperature rather than continuously turning the fan on and off in order to achieve the target temperature. With testing the temperature is stable and audible noise of the fan spinning up/down is removed.

@Bucknalla I'm not sure about it. AFAIK this should be at least validated by Zisis or the rest of HW before merging. In the meantime, you can set the environment variable of your device in the dashboard to run on normal firmware and still prevent the fan spinning up and down :smile:
