Users are confused with Alpine Linux Python base image tags #570

Take this image as an example balenalib/%%BALENA_MACHINE_NAME%%-alpine-python:3.6

The combination of Python 2.7 with Alpine Linux 3.6 and Python 3.6 with any Alpine Linux release are both valid for the above image with the tag specification in our docs. However, this can be a breaking change with any users.

We should decide what combination should be used in these cases.
