Use balenaEngine instead of docker for preload image #264

This will require we update balenaEngine to v20.04 for cgroups v2 support.

We will also likely need to build the engine from source and disable systemd/journald dependencies. Perhaps something similar has been done for balena-in-a-container but I haven't checked yet.

We may want to use buildroot for this container base as suggested in this internal discussion.
