Mention functioning IPv6 network stack in network requirements #2096

This is kind of like saying make sure your device has internet but since IPv6 isn't fully supported everywhere yet we have to add a disclaimer to the network requirements page https://www.balena.io/docs/reference/OS/network/2.x/#network-requirements

It would be good to include steps on how to disable IPv6 and how to detect bad IPv6 networks.
