Always get "flash failed" on Windows even though it's successful #3589

Every time we flash on Windows it shows "flag failed" error, even though when checking the card it has successfully flashed it.

As a follow up, this is while trying to program 10 cards simultaneously via a USB hub.

It says 9 failed and 1 succeeded when in fact they all seemingly succeeded.
