I've tried adjusting the permissions of the GITHUB_TOKEN secret and the package settings to the defaults for this repo to fix this:

Current runner version: '2.317.0'
Operating System
Runner Image
Runner Image Provisioner
GITHUB_TOKEN Permissions
  Contents: read
  Metadata: read
  Packages: read

Sometimes this changes take some time to apply, but those settings should include Packages: write based on the current repo settings.
