Stub the kernel check as the builder workers are using the UNAME26 personality to return armv6l

This code has been here for 7+ years and was not introduced recently. The compat_uts_machine kernel patches when applied correctly will not return 2.6 as the kernel version and instead will adopt the armv6l personality.
