Supervisor not updated on HUP to v2.87.16 #366

Tried with RPI4 from 2.45.x, CM4-IOBoard from v2.71.3, in staging environment (device release testing).

Steps: provision Pi4 on oldest release Update to latest release 2.87.16. After the device reboots, observe that containers are re-downloaded and the supervisor is still at the old version, and not at v12.11.0.

SV update is now fixed in staging, however the new SV in the new OS still re-downloads containers. Same FD thread for internal discussion
