auto-negotiation is disabled by default for ethernet connections #1709

auto-negotiate is disabled by default.

a) Why has NM disabled this by default? maybe they have a good reason to do so and we should let this be. b) Should we default this setting to true? Is there a way to specify a default value for ethernet connections?
