Provide an application that allows to use BCC tools on hostOS #2065

Some types of system monitoring, like disk IO, is not easy to accomplish for a multicontainer application. The best way to approach tools is to provide tools in the hostOS to do it.

We will prepare an example project that will add BCC support. This requires at least BalenaOS version v2.61.1.

It also depends on the release of hostapp extensions: https://github.com/balena-os/meta-balena/pull/2052

There is a work in progress at https://github.com/balena-io-playground/balena-bcc
