Remove the usage of the `latest` table in update tool DB #216

Description:

Previously we were keeping the latest table to track the latest releases for Swan Lake pre-releases. But with the introduction of semver for Ballerina, we don't need to track the latest version using a separate table. So we can remove this table and updating logic of this with new release from admin API.
