[Task]: Port going from uniform types to basic type changes in semtype module

This includes porting the following,

• getting read of RO/RW uniform type pairs for selectively immutable basic types
• renumbering the uniform types
• renaming "uniform" type to "basic" type
• renaming some functions ending with "Rw" to remove the "Rw"
