[New Feature]: Add Ballerina to Windows Package Manager #43455

Description

It would be great if Ballerina could be added to the Windows Package Manager. Then, Ballerina could be installed on Windows with this command winget install ballerina which would be quite convenient. Also, other programming languages (like python and rust) have adopted this Package Manager.

I've created a PR here https://github.com/microsoft/winget-pkgs/pull/178059 to add Ballerina 2201.10.0 to winget. After this is merged, I would also like to add version 2201.10.1.
