Is your feature request related to a problem? Please describe. A User that is an admin can register an organization to publishes bootcamps

Describe the solution you'd like This needs to set up route, controller, model, and some micro stuff.

Alternatives: can be under user as admin

will transfer soon to a module, but for now its a field under admin user.
