:sparkles: feat(bal-icon): Add instructions how should the svg wrapped inside bal-icon look

Summary

It would be good to add some general guidance, or make script for parsing svgs public and reusable, so when someone wants to add custom svg to be wrapped in bal-icon to have all the nice features like scalability and compliance with DesignSystem

Use Case

In this case we omit "hacking" and adding additional resizes, padding and margins on bal-icon elements with custom svgs
