Update GIS addresslookup endpoint description in Swagger #258

The description for this endpoint should be something like:

Returns an array of values for a single address based on a Baltimore County GIS database query.

not seeing it on testservices.

@martypowell Testservices has been updated for the blog pinning so I'm sure this isn't out there anymore. Let me look through my branches and see where we are with that one.

@danfox01 @tmccoy529 as confirmed by tim, this is in integration and master, a different branch is pointing to test services, that's why it's not reflected in the swagger docs. Moved to ready for release.
