Departments page contains broken Mapquest links #277

Describe the bug Directions links on the BCG Departments page all point to mapquest, and are all broken.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://www.baltimorecountymd.gov/Agencies/
  2. Click on "Directions" under the address in any row.
  3. Enjoy a broken link to Mapquest.

Expected behavior These links should be updated to point to Google Maps, our standard provider. Also, they should not be broken.

Additional context This page is populated by JS and XML data. It appears each link is assembled programatically based on the address in the XML.

@jdomasky suspects we could just substitute the Mapquest string with Google Maps. Google queries appear to work fine with the existing XML addresses.
