Some issues do not log the description field in Citysourced

Some issues (apparently all non-Accela issues) are failing to log the issue description in the Citysourced back end.

To replicate:

• Submit a non-Accela issue such as Budget and Finance > Property taxes.
• After submission, log into Citysourced.
• Look at the issue detail and note that the issue description field says "N/A"
