Code of conduct #3

I definitely want to have one for this event, so I'm going to start compiling ones that are being used currently so we can decide which one this event should uphold. Feel free to offer opinions on why some are better than others, if you have them.

I'm going to design the website with the date once we decide on it in the next few days, at which point I'd like to get a code of conduct up right away before people are able to RSVP, so I'll be making the final decision on this pretty quickly.

I like that the language of this one isn't "conference"-specific.

Here's a great example from @mikeal for his jsfest event, with clear instructions about who to contact if something needs to be reported: http://jsfest.com/conduct.html

And then here is the confcoc that came out of the Ada Initiative, that the jsfest one is based on: http://confcodeofconduct.com/

I'd want to swap out all of the "conference" langauge here to be more "event" focused, but I like the "quick" and "long" version separation.
