I have noticed weird behavior with height range modifiers and tree support as well. Picture shows a cube with a height range modifier from 0-40mm where the layer height has not changed from the default. Tree Manual supports work as expected.
However, if you change the layer height in the height range modifier to .1mm, the supports disappear completely.
This appears to happen only with tree supports. Normal Manual supports work properly.
Can confirm the bug with to high tree supports (Standard) after variable layer high in version 1.9.1 Public Beta 4
This should be related to organic support and variable layer height. For a short period of beta versions, they are allowed to co-exist, but forbidden now. It's OK on the latest official version (1.9.1.66+). Please try the latest version.
I'm still seeing the problem in .66. Simple cube at 45 degree angle. Manual supports on angled faces.
With no layer height changes, it appears normal
Add a height range modifier 0-20mm set at .1mm layer height.

How to reproduce
Use auto tree support with 0.4 nozzle after using variable layer height
Actual results
The tree support exceed the actual body and exceed the printable boundaries without having something there
Expected results
Support the actual body and finish under the actual printable body
