As a hack - start/stop would be possible, if no massages are send to the wallbox. Then ERROR 15 will be shown and the wallback stop charging immediately. Because I simulate the master of a loadbalancing system, this is seems to be fallback to ensure not to use to much power.
Because I want also to be able to start/stop, I will implement a sensor to skip sending messages to force this behaviour. Not really cool, but better then noting...
