Automate resources changes to scale up / down #682

When we start a campaign (2x per year) we need to make sure that the App Service and database are Scaled up to take the load and peeks that are only seen during campaigns. when the campaign ends, we need to dial down the resources to reduce cost, or Azure costs will be higher than the donations.

We need to automate this task to change the app service and database up or down in terms of performance requirements.

FRom Luis: "For the app service plan I think a S2 is more that enough and you can set a maximum of two and a minimum of one. For the database you can set that to 20 or 50 DTU during the campaign and that should be more than enough. "
