Make empty "unreleased" changelog heading less confusing

Enhancement Description

• Currently the Changeling includes a heading titled "Unreleased" under which there appears to be changes contained within the current release. At the very least, the heading structure is confusing, and at most it could be inaccurate.

• To produce the changelog, our GitHub actions run the following automation: https://github.com/heinrichreimer/action-github-changelog-generator?tab=readme-ov-file

• This issue is focused on enhancing the readability of the changelog, namely, by including the option unreleased: false in the GitHub action workflow specification for the changelog.

Rationale

• At the very least, the heading structure is confusing, and at most it could be inaccurate.
