language selection community popup #1507

Is your feature request related to a problem? Please describe. when a user switch the site's language, we would like to show this popup to indicate it is a community project.

Describe the solution you'd like

  1. when a user select to update language -> following the language selection, display the popup to indicate that the language support is driven by the community.

to do:

  2. save the language the user is using in order to use that as the new default (i believe this is already happening)
