Bring v0.2.1 to surmise main #91

Uploading and publishing to PyPI is now automatic. The .whl's available on PyPI will minimize problems in user installation (i.e., building surmise from source.)

In v0.2.1, the installation guide and testing guide is mildly updated to reflect some of the testing bugs discovered.

I suggest adding a brief entry to the CHANGELOG

4f81bdd has an update on CHANGELOG. But it should have showed up in this PR. no actions were triggered with a push to develop.

Apparently it just took a minute..
