This PR updates and upgrades the project dependencies and configuration:

Changed the license headers to match other BV repos.
Updated dependencies, namely: golangci-lint, licensei, goreleaser and added hadolint.
Made the necessary changes.
Updated the makefile.
Updated the Readme.
