Estuary pins all content that gets uploaded to it. This is great for now, especially to give users some sort of guarantee of storage and to make deal initiation easy (our proof buddy would just live next to the Estuary IPFS node and be able to serve its duties off of that).
Eventually we will need to need to implement offloading that data when:
Files linger on the network without having a deal attached to them
Files are actively pinned by a provider
Generally we need to settle on our uploading/offloading policy as we get close to launching an MVP
