Bumps thanos app version to 0.22.0

Why?

It's been awhile since thanos appversion has been bumped, 0.22.0 seems like a safe bump from looking at the release notes - shouldn't be any breaking changes to account for in the chart for this bump

1342 change will address Thanos charts update, this PR can be closed
