Tesseract does not recognize text inside frame #1412

What steps will reproduce the problem?
1. tesseract.exe frame_no_frame.png -psm 3 result

What is the expected output? What do you see instead?
Recognized text is wrong, regardless of psm mode
Expected:
 No Frame
 With Frame
Actual:
 No Frame

What version of the product are you using? On what operating system?
tesseract 3.02 on Windows 7 
 leptonica-1.68 (Mar 14 2011, 10:43:03) [MSC v.1500 LIB Release 32 bit]
  libgif 4.1.6 : libjpeg 8c : libpng 1.4.3 : libtiff 3.9.4 : zlib 1.2.5

Please provide any additional information below.

Are there any config parameters one can tweak, that the OCR is applied to the 
text inside the Frame?
