Since Tracer is independently distributed, I think we need to think about
peeling Tracer out of the BEAST subversion. We will need to do some
dependency analysis and create a beast-core-trace.jar library (or
something) that, that Tracer can depend on. This will take us some
micro-steps towards eventually having a small core BEAST and plugin framework.

Tracer is just one of  the big number of accessory programs in dr.app.* I don't 
think this is really worth worrying 
about. It would just make lots of extra work by putting it in a different 
repository. 

My vote would be for 'WontFix'.
