Support MGRS coordinate format #371

Summary:

A user requested supporting the MGRS (Military Grid Reference System) coordinate format: https://en.wikipedia.org/wiki/Military_Grid_Reference_System

Steps to reproduce:

Go to Settings->Coordinate formats

Expected behavior:

Provide MGRS as an option

Observed behavior:

MGRS isn't an option

We need a method for generally doing coordinate conversion - see https://github.com/barbeau/gpstest/issues/347#issuecomment-584259525 for discussion.
