Update SBAS PRNs based on April 2023 doc #673

Describe the bug At https://www.gps.gov/technical/prn-codes/, an updated doc for PRN assignments as of April 2023 has been posted: https://www.gps.gov/technical/prn-codes/L1-CA-PRN-code-assignments-2023-Apr.pdf

We need to update our PRN svid assignments accordingly.

To Reproduce Steps to reproduce the behavior:

  1. View SBAS (see https://groups.google.com/g/gpstest_android/c/qbvYimUBsow/m/swdxpTl7AgAJ)

Expected behavior

All SBAS should have a flag and carrier frequency label like "L1"

Observed behavior

Some SBAS show raw carrier frequency or no flag

Isn't this a duplicate of #598?

@L3br4nd It's slightly different - this ticket is focused on updating PRNs for existing SBAS constellations we already support, while #598 is about adding new SBAS constellations like KASS.
