Logging settings cannot be overridden per application #1

org.ops4j.pax.logging.cfg is included in /etc as part of the base image, and overriding that file in /conf does not appear to have any effect. This can be problematic for applications that use third party packages that logspam and want to limit their output.

Per our discussion, conf-touch needs to prefer config files from /conf.
