Reordering tasks in the resource view doesn't work

1. Open HouseBuildingSample project and switch to Resource view.
2. Select any task under "Jack House" node and press arrow up (or arrow 
down) button above the resource table.

Expected: task moves up and down, like in the task view
Actual: nothing
