Non-ASCII characters in task web links appear garbled

1. Create a new project and a new task
2. Open task properties and put a link with non-ASCII characters into web link 
field. E.g. file:///tmp/Varaždin/file.html

Until GanttProject is closed the link works fine. However, after saving the 
file, restarting GP and reopening project file, "ž" is replaced with "?": 
file:///tmp/Vara?din/file.html

The same applies to Cyrillic: file:///tmp/тест/file.html  is replaced with 
file:///tmp/????/file.html
