It seems to be a permissions error. Were you prompted for your password ?
I suggest you quit Mail.app, then use Finder's "Go to Folder…" menu item, enter "~/Library/Mail/Bundles" at the prompt and trash the "UniversalMailer.mailbundle" subfolder if it exists.

Indeed. The installer fails if there is a ~/Library/Mail/Bundles/UniversalMailer.mailbundle
and it works if there is not.
