Add longitude-latitude info to database for GIS #2

A potential goal for this project is to produce some kind of maps, and for that purpose we need geolocation data. The database has slots for longitude and latitude, this information just needs to be filled in by locating intersections on google maps and writing down the latitude/longitude.

This is now done for fatal crashes, but not for injury crashes. (As with other aspects of the data, there could be errors and omissions.)
