Cannot click and drag notifer window #595

What version of the product are you using? On what operating system?

Version 0.16.1 (10.07.2014)
Revision 3356
Windows 7 x64

What steps will reproduce the problem?
1. click on header area of notifier window to try to drag it around

What is the expected output? 
- I expect that I would be able to click and drag it around, as with any other 
window.

What do you see instead?
- The window closes.

Dragging the notification window is not provided and is not planned.

You can specify in settings one of four positions.

Hope you can reconsider. 

Here is the full rationale supporting this request:

1) In actual usage of the product, the notifier provides the user a way to 
immediately review and/or dismiss articles that are not of interest.  This 
sometimes requires keeping the notification window open for several minutes at 
a time.

2) The popup naturally obscures other windows.  If there are many new items, it 
would be very helpful to drag the notifier to a second monitor (in a 
multi-monitor setup), allowing review of the new items without obscuring the 
main window.

3) Clicking of the window's title bar should not close the window. It's quite 
standard (in the MS Windows environment) to allow clicking the title bar to 
drag any window -- and clicking of the X in the upper right of the window to 
close it.
