Notifier enhancements #611

Notices are grouped by feed in the notifier, which is good.  However, it's 
still tedious to deal with new items.  Two features are missing that would 
really make things easier and faster.

Please consider:

1) adding a mark all read button for each feed in the notifier
2) adding a mark read button for each news item

See attached image for concept.

(Note that I set "close notification" in Options to 999 seconds so that the 
notifier stays around for a fairly long time.)

For feed separately, we will not do. A button "Mark as read" is to the left
