Node container docker-compose sample #3

Prepare a node container, with npm and yarn installed

Don't forget to open a port for the encore dev-server to be able dev with the hot reload

We also need to add some make rules linked to this container :

Some of rules will need vars ( $ENV | yarn encore dev )
