Add Hero

As a user of the Design System I want to know how to display a hero image with text So that there's consistency across products

• The transparent backgrounds here are 70% opacity black.
• The first flourish uses the primary green.
• The second flourish uses a 40% shade of the primary green. Both flourishes are 6px
• Investigate the CSS blur on smaller viewports, but can keep this out of scope if needed

Acceptance Criteria

• [x] Surface existing Hero component to the Design System
• [x] Provide an option without an image with a solid colour
• [ ] Provide example with and without subtext
