Fix hint text guidance #845

Guidance on use and misuse of hint text for date inputs is not explicit enough: https://design-system.barnardos.org.uk/components/forms/#text-inputs

Hint text is being incorrectly used in products.

Current behaviour Hint text is positioned below the input

Expected behaviour Hint text is positioned between the label and input
