It felt like creating a new repo for this was overkill as:

the github-label-sync tool can be run using npx
any changes to the labels JSON can go through the developer manual review process

I think this needs some copy around best practice for the issue content. For example does an issue need acceptance criteria? How should steps to recreate look? etc.

I can have a stab at this.
