1.18 Support #129

Adds support for 1.18:

Added data pack and packet definitions for 1.18
- Data pack contains new 1.18 biome IDs
- Packet definitions include the single new simulation distance packet. There were no removals.
Updated server_chat_room.py to include the new simulation distance field in the join_game packet

All examples now work for me on 1.18 servers.
