Japanese characters #14

I'm assuming the issue has got to do with the encoding (needs utf-8?) but then again I don't know enough python to be sure. Is there any way to display Japanese characters in the announce?

currently it produces something like this: Inamai: [REQUEST] ăƒŠă‚°ăƒŠă‚šăƒˆăƒŠă‚¤ă‚Żă‚¨ăƒłă‚¸ă‚§ăƒŤă‚ş: [URL]

supposed to be: Inamai: [REQUEST] ラグナストライクエンジェルズ: [URL]
