n00b protection #139

Simple case:

in some countries (holland ogame.nl)
It is not allowed to attack people with with less then 10% of your pointcount.

like let's say i've got 500 points then i can't attack someone with 99 or
less points. Somehow i've got the feeling that it's still trying to attack
those planets.

20% of your own points, but indeed.
This rule stops when the lowest user hits 5k points... (the lowest of the two, 
that is)

Usually those kind of rules are only applied then the victim denouces it, and
inactive players are not likely to denonce it.
