2 fleet slots never are used. #217

Bot version:
OGame server language: english
OGame server version: .76a
Operating System: Windows XP 

Description of the problem:
The bot is not ready fleet limits right.  I do not have officers.  Right
now I have reserve slots set at zero but it is not using or ready two
slots.  Earlier it was using any slots.  I have erased all the data and
started over multiple times.  It will use all the slots though the original
probing of all inactives.  But during that time and once it switches over
to attack mode it loses some or all of the fleet slots.  Rebooting the bot
and XP does not change this.

Log contents:
Log at this time had nothing in it but 3 events from after a restart.

Please provide any additional information below:
I tried the current 2.2a, 2.2, and beta 9.  All had the same error.  I use
this bot in another universe with no such issue.  I am running both
together if that might cause it but you would assume that would cause both
to do it.  I did try change which one i opened first as well and still no
change.  I'm running beta 9 in the other universe.

last night it used all fleet slots, then today it was not using one

It started to use all of them again now.

Very strange bug and have no idea what is causing it.  I've been trying to 
search the
logs for anything weird.  It just starts to think I have less fleet slots.

How much cargos does the bot usually use when the error happens? 1 or 2?. If 
that's
the case try upgrading to 2.2c, as it should be fixed.
